I don't understand this and think I see a confusion or conflict between 91.225(d)(4) and 91.225(e)(2).
Is it just me? Has someone else figured out what those two mean?
91.225(d)(4) says exempt from 10K alt. and above.
91.225(e)(2) says operation must be conducted below 10K alt. quote=> "Below the altitude of the ceiling of a Class B or Class C airspace area designated for an airport, or 10,000 feet MSL, whichever is lower".
Don't these two conflict?
Also I wonder what exactly "altitude of the ceiling of a Class B or Class C airspace area designated for an airport" means? Is it really "an airport" as in any airport that exists or some specific airport that is with so many miles of flight?

91.225(g)(2) says call at least an hour ahead of time for operation without ADS-b out.
Don't want to forget about that one.
