Hank, I don't think changing bungees is a strictly calendar event. I know it is time for new ones when I get out of the plane and can see the bungee covers still standing an inch or more away from the belly of the plane. I think those whose planes are kept in warmer climates, or those who do a lot of off airport or rough field landings, will need to change theirs more often than someone who only makes greaser landings on smooth runways in cool weather. That is just an opinion and not based on any empirical facts. I have had my current set installed for several years. I once had to change them after only two years. So I think it is a combination of the quality of the cords to start with, the type of flying you do, and maybe a little to do with the weather. Bottom line, when the gear starts to sag it is time.
With that said, I think I would like to take part in the mass bungee cord purchase. Better to replace a little early than to risk a failure.
