New linings are only about 3/16"
Many variables on the adjusters. As long as you can adjust so there is no binding with the pedals released you're good.
If the wheel/lining is not true, you can address small high spots by temporarily glueing abrasive paper to the shoe and rotate the wheel by hand to remove lining material at the tight spot.
The lining is only 3/16 however, the rivets and rivet recess take about 1/8" leaving only 1/16" of wear material. So if the wheel drum is not true, eliminating tightspots may not be possible and niether will good braking characteristics.

I believe I got my linings from Univair, but it was in the eighties and I hung on to them for 30 years. They were definatly 3/16" however. I did 1/8" deep counterbores and the rivit heads were about 060 leaving about 1/16" of wear material, which I thought was a bit lean.... a lot of work for 1/16 brake lining.

Here are a couple sources for lining material. McMaster Carr used to have it, but I couldn't find any on their site now.
1/8"-Thick x 1 "-Wide Flex Molded Brake Lining. This Lining Can Be Used Externally or Internally On Brake Shoes & Brake Bands and Cannot Be Used In Oil or Grease Applications. Lining is non-asbestos .

I went step by step of Rob Lees' "Care and feeding of Shinn brakes". You can google it and it comes right up. Great article!!! Thanks Rob! I used Araldite as an adhesive (no rivets) and have the full thickness of the linings. I also installed turnbuckles at the bottom of the brake cable and am now able to take all of the slack out of the cable with those and use the wedge adjusters to fine tune. I did my first engine run up last week and ran the engine up to 1500 rpm with just the brake cables holding it and it held fine.

I found the non asbestos flexible 3/16th's x 1 inch brake lining material available from H-E parts international in Richmond B.C. 1 604 247 0035
also available from reddaway manufacturing company, Newark, New Jersey. 1 973 589 1410. however their minimum order is an entire 16ft roll, whereas H-E parts were willing to sell specific lengths. plus it made sense for me to buy some that was already in canada
