Update: I finally got some time to get back to this yesterday (4/15/19) using the the wet sanding paper 1500 and 2000. The 1500 was more than needed but 2000 took a bit longer. But the paint let go fairly easily. I will follow up with the window polishes as recommended. So far, I am happy with the results the paint has had 3+ decades of drying so it's very dry. I will give a final update when completely done. My goal is to keep this windshield viable and return it to service. If it can't be what I'm doing is worth the time effort and expense thus far even if it does need replacement in the end.
