Pulled wheels to change tires and check bearings and brakes on my BC12D. After removing the bearing and cleaning the race area of one inside wheel half, I could rotate the race in place. I'm guessing that sometime in the past, the bearing and race froze up and the race spun in the wheel. Anyone ever heard of an 'oversize' race? Could a new race be shimmed? Any Shinn wheels available? Inside half?

All is not lost. Its an easy and cheap repair.

That's a loctite website. Call tech support and ask for a high strength retaining compound that will fill .010" gap or more.
That's how I solved my loose race issue in 1998 or earlier and it has not been a problem since then.
At that time I purchased part # 28650 called "Pro Lock", its a green compound and cost me about $15 then.
That number seems to no longer be availlable but I am sure there is a replacement.

I had to "loctite" one of mine also........Have not had a problem since. I also glued my liners in place, instead of using the riviots, I have the best brakes of any Taylorcraft I have ever flown (("" I know that doesn't say much "")) But they will hold on a 1,500 RPM mag-check.............Don in SC

I don't think the glue is the reason for holding at 1500 rpm.
I have riveted linings that have been on since 1983 and I can hold at static run up of about 2000 rpm.
The shoe condition and shape may have a lot more to do with it.
I do not claim to have the best brakes

I think you are right about shoe condition and shape, definitely not glued brakes. That is just a different way to mount them, (no comment on legality).
I noticed on my plane it looks as though the shoes are only grabbing part of the lining, though I do get good performance from them.Cheers,
