Not a mixture cut off, which is what I meant. I had mine set up and working, full lean at 6K and it still ran rich

You may need to remove the mixture part and lap the surfaces. If someone over torqued the screws in the past it can warp the cover and allow a little air to leak into the chamber. Not enough to change the mixture, but enough to keep the mixture control from working properly. It usually results in running a little rich like yours is doing. The torque on the screws is VERY LOW (I would need to look it up but remember it was in inch pounds and I think was a single digit!) and the gasket is only supposed to be sealed, not crushed.
Mine doesn't do much at 6,000 either, but starts working higher than that. Not much effect, but it should lean some. I don't fly that high anyway and live right on the coast. The only reason I put the mixture carb on mine is it was on there when the plane was built. Many I have seen were safety wired full rich.
