I will have to say that what Tim says appeared to be the situation that I saw when I took the pulleys off. As a matter of fact it may have been that the bushings were locked in place because the cross bolt was cinched down pretty tight. For sure that would not be desirable.
Rob it is good to hear that someone came to the same conclusion on the function of the bushings. I will for sure remove them again before long and check what is rotating and what isn't.
This plane was a bit of a clunker that had a lot of things wrong with it when I got it, as I have mentioned here several times, but it performs real well with the exception of top speed that seems to be lower than most 85's, and I have continued to correct things as I go along with the emphasis on safe function.
