    What is recommended for around the fuel filler inlet on the tank? Looking at Rob Lees link attached above, It looks like he only has a single fabric ring reinforcing around the inlet. Is this what is recommended? No seal for spilled fuel?

      those two braces you have and do not know what they are is a reinforcement that backs up a prewar butt rib to keep the fabric from bowing the butt rib out of shape.

        My plane has nothing around the wing tank filler necks. The guy that recovered the wings just made the fabric tight around the neck. It has been working for me just fine for the last ten years.

        There is a metal ring that is intended to go around the neck for the fabric to be glued to. The surface where the fabric glues is about an inch wide and has several holes through it so that you can sandwich it between two layers of fabric and glue them together through the holes. I am fairly sure I saw a picture of one on Rob Lee's excellent website. It looks very similar to what you use under the heads of the bolts on a wooden prop.
