This NTSB video is quite damming of the NOTAM system, but I question whether the Canadian pilots mentioned were fatigued.

I also question whether the Canadian pilots had a front window, for even at night in good VFR a taxiway full of aircraft has a different appearance to an empty runway.

Thoughts?
