    Installing an engine mount would not be within the scope of owner/operator maintenance. Thus, whatever mechanic installed it would be required to determine its airworthiness prior to installation. I would see no reason to "send it out" to a CRS as it is a basic welded steel tube structure. Almost any A&P should be perfectly comfortable looking one over and determining whether or not it will keep the engine from going on a different flight trajectory than the airframe. If an aircraft comes in a shop for an annual. The shop is not going to remove the mount and send it out. It is an item that gets inspected in accordance with Appendix D on every annual/100 hour. If there is no "history" with the part then an appropriate price should be paid for taking a chance with the item. If someone pulls a mount off their plane to replace it with a long mount, that would have a history and would be worth more than one lying in a barn for no known reason.


    Regarding the Yellow Tag issue. The 8130 maintenance release form is and has been the standard for many years. If you get a yellow tag on a part it will most likely be an 8130 that is printed on a yellow tag. It is a true statement that a yellow tag on a part in and of itself has no significance.
