My ailerons are a little sloppy and have some play. I can move them about a inch on the wing without moving the control wheel. Is that normal and safe?

It's probably safe (assuming you have flown it successfully)
But it's not normal....sounds like you have too much backlash in the aileron control circuit.
Check the push/pull tubes that connect the ailerons to the wing rear spar;
then the aileron attach brackets
then the cable tension to the control columns
then the columns themselves
etc etc until you find the source of the backlash.

There are two balljoints, one each end of the tube. Each can be adjusted individually to take up the backlash by removing the cotter pin and tightening up the screw end, then renew the cotter pin. (lubricate the joint with some thick grease upon reassembly).
You might need to completely remove the tube to do this, and it is a minor maintenance issue, but will require the sign-off by an appropriate person, because it is disturbing the aileron controls.
Replacement would be unlikely - and anyway these are difficult to come by. If it needs replacement, contact Forrest Barber, he may be able to help, or the Factory.
