Is some kind of anti chaf needed where indicated in this picture by the crude white circle? It is not touching but very close.

Yes you need some there, the original as others will jump in and tell us were a black stuff that was stuck on for anti chafe & dampening...... bye Forrest

I am going to use closed-cell black foam or maybe felt for the side tubes.
The top has anti-drumming "roofing felt" (to use a previous suggestion), more likely to stop the coaming from wearing away the tank's protective coating.
