Here's a different approach to this:
Make a "cheater bar" out of maybe an 8ft long 2 x 6 or 2 x 8 wood board.
Near one end, drill two holes thru the board-say 2-2-1/2" in diameter. Space the holes about 10" apart.
Lay the board on top of the stuck tire/wheel so that you can feed a come-a-long cable thru the holes and around the wheel. (leave the tire flat). Tighten up the winch to firmly attach the board to the wheel-creating a sort of lever/wrench.
Raise the axle off the floor and work the board slowly in both directions until it gives in.
