Perhaps they don't know what to do....
There is no "title"; the "registered owner" ( or his-her Estate) has to sign a "bill of sale". Simple matter. e-mail me direct the N number & ser#. I do this all the time. I could do a "pre-buy" and I am a Notary too! [email protected]
