What do you have to do to a 1941 Taylorcraft to make it worth 30K?

Simple answer? Fall in love with it! No one would pay me $30K for my 41 on its best day. If you walked in with $30K CASH in your hand right now I wouldn't sell it to you. I love my plane. Selling her would be like selling a family member.
How much is your dog worth in cold hard cash? How much would you take for him (her)?

Right about time I am trying to go to sleep at night I would let you have either of my two neighbors' dogs for a buck each, and you can pay me anytime in the next twenty years.

But seriously, it is really hard to part with a good airplane.
