Here is the NPRM on having to reregister aircraft every 3 years....

Not only do they want to require reregistration every 3 years:clue?::, the cost is going to go WAY UP:grumpy: WE need to comment on this one!

I just read it, (whew), I think I have a headache. What I don't understand is, does one use the owner's address, or the hanger address? Brie

I would use the address you want the AD's and other critical information for safety of flight to go to. (taxes may also be an issue here)
