I think what Kevin may have ment was that the opportunity for us to comment on the AD before it was issued was waived because it was issued as an emergency AD. If they had worked WITH the owners, IA's and A@P's and given consideration for our input before the AD was issued we could have solved the aging strut issue without all the problems we have now. I don't think any Service Bulletins were sent either which really should have been done-which would have given an alert to those who had neglected to check for strut problems to do so and how they should accomplish this. Any struts in as bad shape as those presented to the FAA by the factory would have been found by the visual inspection and we could work with the FAA on the AD.
