Re: shot down
You need to spend a couple or three hundred bucks and hire a consultant DER. If your brakes are legitimate and safe, the DER will approve it... it's what they do.
Ask your local FSDO for a list of local airframe DER's or do it through the FAA website. Call a BUNCH of them and ask whether they are interested in a small "lunch money" project and whether he is willing to treat a small fish different than he would treat Boeing.. Sooner or later you will find one who says OK, he will do a small project at a reasonable cost.
That's how I have an approved skylight.
Once you have the DER's approval, the FAA basically steps aside because the DER has taken the liability (that's most of your few hundred bucks).
At that point, you contact the DER and ask how much to upgrade to a multiple STC if that's what you're after.Taylorcraft : Making Better Aviators for 75 Years... and Counting

Re: shot down
You need to find a DER with authorization in "MECHANICAL SYSTEMS & EQUIPMENT".
Call Bill Wheat. He's a good friend in Kerrville TX (he's been with Mooney since the 1960s). Also works part time at Dugosh aviation. He should be most helpful for your project. And he's THE most reasonably priced DER around.
