The short answer is no, your guy is not correct. You do not need to buy another carburetor. You can lean the mixture with your carburetor... but what you need is to have your carburetor WORKING like it was designed to work.

The Bendix carburetor has a mixture control that works "reasonably" well above 4000 feet. Well enough for most use.

Most of these carburetors had the mixture wired full rich because stupid students and CFI's years ago couldn't figure out how to use them.

But if you have a proper rebuild on the carb, and it is properly adjusted, then the mixture works well enough. It is NOT an "idle cutoff" mixture, it works by reducing the atmospheric pressure inside the float bowl. So it will only do something at altitude, and not THAT much anyway... but it will allow you to lean for best fuel burn and it will give you that last 50-75 RPM above 4 or 5 thousand feet.

Problem is that many of these carburetors are "rebuilt" without all the parts needed to make the mixture work, and safety wired full rich. The carb may be safe to fly for DECADES in this condition, and never get rebuilt.

You need to find someone who rebuilds these specific carburetors. We have one guy here in Los Angeles who has the talent to do it, but he told me he may not be that interested in doing them anymore. There are a handful of people who do those carbs right, perhaps someone in the Foundation can provide you with a referral in your area.

If he has an original NAS-3B, he does not has a mixture period. You will have to check the books for legality, but you can install the mixture control parts out of a NAS-3A1 into the 3B and add a control cable. If you have a 3A1, it may just be wired full rich and just need to add a control cable.
