Well, it is a lot of hoopla over a program that doesn't really give anything more than what was available already. The one thing it does do is provide concurrence from FAA engineering that what you are doing is within the guidelines of what is already available. Then they provide a letter stating their concurrence for the aircraft records for anyone who comes along after and questions what you have done. This takes some of the liability off the person who substituted the part.
At least that is my understanding of the program based on listening to two different seminars on the program.
