      Thanks to Terry for taking the time to attend and write about the FAA's forward thinking in his CAP Blog. There was talk about a year ago regarding revisiting the Sport Pilot and LSA-qualified aircraft specifications. Then there was likely a hiatus in early 2019 affected by the threat of a Gov't budget-driven shutdown, later resolved. A Notice of Proposed Rulemaking was anticipated so maybe that will be rolled into this MOSAIC program and request for comments will soon be published.

        I hope that he is incorrect on this "I have learned that the EAA proposal for MOSAIC to include adoption of a new special airworthiness category for legacy airplanes is no longer being considered and will not happen. Instead, the focus is shifting more toward streamlining of approvals for replacement parts and other types of relief to the problem." I personally would like to change my Taylorcraft over to another category, similar to changing a SLSA to an ELSA

          I agree as I to would like to see the owner maintained category come to fruition. Alas not so. Not sure if the EAA is really helping to make that happen either. Think ad revenue from the experimental market...yes pushing for faster cert on technology PRODUCT delivery to cert platforms however stopping short to make way for experimental platforms. I may be wrong but do find it interesting they are quick to state it is Dead on Arrival. I hope I am wrong but doubt it.

            I just hope they do not make it a free for all for owners/pilots to maintain aircraft, after working on some of the "owner maintained" shit, I feel that many people should never be allowed to touch a tool. Too many either dont know or dont want to follow the basic sensible rules to maintain an airplane. I.E. dont safety wire backwards, dont re use gaskets, Harbor freight wheel bearings are not really the best to be used on an airplane, same for o-rings, electrical terminals, or cotter pins...just say'n

              Sometimes the cheapest part of the airplane is the owner/operator.

                Not arguing points on "some owners" should not be allowed to handle the tools they could hang themselves with.Training to work on airplanes is just that training and certification to prove you know your ...t. Doubt that any thing close to owner maintained comes to fruition... the EAA probably is not behind it either really. Kits and advertising.butter their bread.Experimental do have a higher accident rate and I suspect some of that anyway is due to lack of knowledge with the builders and maintainers .
