Looking at this, I think this may be the case. There is a hole in the skin on the inboard end. Thank you. Looks like either way would work. Larry

Agree, either way will work.

I attached some pictures of an elevator with trim tab still on.

Notice it has a wire on inboard end as Tom pointed out.

Also notice that it has a unused cotter pin hole on the outboard end.

I suspect that folks cover the outboard cotter pin hole with fabric and don't know what to do and then devise a workable method like safety wire on the inboard end.
