I have seen several with weld beads on the bulb and they are welded together. Anyone know why they can't be weld repaired? (Just in case you can't find a new one)

Mine is pretty banged up and has been repaired several times. My A&P thinks it is leaking at the flange connection. People want $600+ for a new one. I'll take a used one and fix it, but fixing mine will cost as much or more than a new one.
If you are going to have to weld the oil tank, consider doing a full restoration.
Pound out the dents. Put a big dowel with a rounded end down the filler neck and push out dents that can be reached in that manner. If that is not enough, then consider cutting one end off of the "football" (or rugby ball, no cultural sleights here). With one end cut open you can use a shot bag and mallets and sheet metal hammers and dollies and you should be able to smooth out the whole tank very close to original shape. Weld it back together and there you are
