    Is that saying that someone that holds the type certificate can't just make life difficult for people that own a plane that was already airworthy? What's your take on this?

      That is how I read it, they cant change the rules mid life of the aircraft just because (for example) a new owner buys the company and their lawyers says that they need to use...what ever they add into a manual...as a new airworthiness limitation...and all of a sudden we have to comply (under part 91 ops) unless when part 135 is mandatory if that is how the certificate is mandated.
