For the 1946 Shinn wheel assembly, the shoes are bare steel; the wearable lining is inside the drum.

Skybound in Atlanta (770-446-6797) sell replacement drum linings & rivets.

Rob, That is exactly what I have, the Shinn with the linining inside the rim housing. Thanks for the information and I will give Skybound a call.
