I had a situation were the engine ran up to takeoff power and then suddenly dropped to around 1800 rpm. My problem was in the carb. heat box. The airflow director (switching intake air from fresh filtered air to unfiltered heated air) had broken. The airflow director had broken where it bends around the shaft that the carb heat control arm attaches to. This left a small (approx. 3in. x 4in. flat sheet of metal bouncing around in the carb. heat box. It was sucked up to the carb intake and would not let the engine develope full power. Fortunately, it happened on the takeoff roll, not after I took off heading for the trees at the end of the runway! My first thought was that it was a valve. I required removing the air filter and inspecting the carb. heat box very closely.
