According to the people I spoke with, Mr Stahl is friendly and seems willing to help, but he has requested details that are somewhat of a roadblock because not many of us without DER training can interpret the regulations called out, and also because of the short time table. The CAF folks have a legal work around and will get started on it right away if in your opinion the approval is going to be a difficult and long road. That work around is not simple, and it would be nice to avoid having to un-do their elegant modification, but so be it if it is the best path for the short term.
