65 to 85 conversion question

A friend is thinking about converting a BC-12D with 65 to a C-85, and I was wondering about this: Correct me if I'm wrong, but pre-1955 337 forms are now "approved data", so if he can find a pre-1955 337 form for a BC-12D that was converted to an 85 he doesn't need to worry about STCs and such? Could even be a C85-12, if that was done and approved pre-1955, correct?

Why not just buy the STC and get all the supporting data? It's a no-brainer then, and also supports Terry a bit for all his efforts of "straightening out" the STC.
