I put the tailwheel in the vise and slowly tapped the busing in to place with a deep socket and a hammer. I would have liked to use a press but one was not available at the time. Don't forget to remove the grease fitting and cam plate screws before trying to remove the old bushing and inserting the new one. After the new bushing is in place you will need to run a drill all the way through the grease fitting hole so grease can get to the pivot shaft of the tailwheel fork.

I used an arbor press to push them in but I've used a vise for pressing in bushings, just put the bracket and bushing in sideways with a piece of wood or something on the ends. tighten the vice slowly and keep an eye on the tracking.
