I guess the original post refered to AC43.13-2A, not -1B and, in fact, the same logic did not apply. However, 2A was recently revised and the same wording is now included.

AC 21-34 gives current information for installation of shoulder harnesses, and AC 23-4 gives current information for testing of the installations.
I've also attached the policy letter on shoulder harnesses...interesting reading for all.

Yes we have been doing it as a "minor" change for quite some time.

In a nutshell:
3. Minor change. Part 21, § 21.93(a), Classification of changes in type
design, states: “A minor change is one that has no appreciable effect on the
weight, balance, structural strength, reliability, operational characteristics, or other characteristics affecting the airworthiness of the product.”
Information provided to us by the Anchorage ACO indicates that some
shoulder harness installations, that provide known safety improvements, have
been approved as a minor change. In these situations, the FAA certificated
mechanic who installs it makes an entry in the maintenance log of the airplane
