F21 annual questions

Do you know what the cabel tensions for the rudder,elevator and aileron are?Also my aircraft has this clear tape looking stuff on the rear horz stab that looks to cover the ties(see picts) that is going bad is this factory,or did someone just add this?how to fix if not

Hi , guest. There are no specific tensions. What is the N number or ser# of the ship? Date of manufacture is really what I am looking for..... To your knowledge is it original cover?

It is a 1982 s/n f-1018 TT 760h lived first 19 yrs in scottsdale and now in TX always hangered.and yes it is the orignal Fabric cover, there is one entry in the airframe log of repair fabric but no details of how or where .it seems to follow the pattern of the 2 inch wide fabric inder the paint,but this looks just like packing tape and was in very good shape when I bought just had more shine than the paint 9 yrs ago but now starting to peel and look bad ( the plane is very dusty at the moment)
