In a nut shell. YES the Taylorcraft can be IFR. The first ones came out back in 1941 with a Deluxe with big ADF stuff and the usual instruments and big Venturi's, I flew it with my Dad int he 60's and almost hit the barn at the end of the runway, heavy and slow.
I did the King radio installation tests on the F-19 and we used CAK for all the testing they said the only slower ship on an approach was the Goodyear Blimp. My only quick thoughts are the non-standard panel lay-out that is usually used . Tough to get a Standard "T" layout, I may be wrong.
