The key word there, I think is "part 23 certified aircraft". Our Tcraft's type certificate (A-696) was certified under CAR-04. This can be found under "Specifications Pertinent to All Models". So from what I'm told, we have to comply with parts and products that are at least as good or better than original per certification basis. Like I said before though, most of the fabrics I've seen lately have met the specs, from what I can tell.
We went through something like this with a 1929 Fairchild 71 that I used to take care of.. it had wicker seats... and that was the ruling by the Seattle FSDO and MIDO.
