As Garry points out, this is a manufacturer specific type of Experimental. There are dozens of Experimental categories. Amateur Built is the one most people think of and has probably them most freedom of operation. This is not that. The buyer would need to research whether an aircraft in Production Flight Test could be flown by anyone other than the manufacturer or could be re-registered in another Experimental category. If not it is just a gate guardian. It could never go into Experimental Amateur Built.

I agree with Greg...this airplanes special flight permit is for production flight testing new production aircraft. It's been many years since I was around that type of operation but
at that time the operations limitations restricted the airplane to a flight test area and if I remember correctly there was an expiration date on the special flight permit. To be able
to legally operate the airplane it would probably be need to be certified in the experimental-exhibition category. As we all know each FSDO (and with this airplane probably MIDO)
      does things differently so ymmv.

Has anyone familiar with this potential issue contacted the seller and confirmed the status of the certification on file with the FAA?

            Mike,

Great Detective work, I forgot all about that. I already did it once now it is someone else's turn who knows what is going on with this airplane. When he responded to me in 2013 he should have started with "Once upon a time".......
            Cheers,
            Marty

I will see if I can get a little bit more information about this aircraft's status from the MIDO. I work with the MIDO person who owned the Taylorcraft file when it was in La Grange. Also the MIDO guy that has been working the issues in Brownsville is still in the local MIDO office.
What I recently confirmed about the Taylorcraft company is that they won't answer phone calls from the Feds either.
Taylorcraft does not have a PMA and is not actively working on a PMA. Apparently the empty warehouse seen by a MIDO agent means that the fixtures were shipped to Mexico even though Taylorcraft was told in writing NOT to ship fixtures to Mexico. There is some concern that parts may be made with no pedigree and either shipped back to the US as bootleg parts or assembled into aircraft in Mexico that could never be imported into the U.S. MIDO is aware, but they are forbidden from going to Mexico to work the issue.
It is possible to fabricate parts in Mexico and bring them into the US with an approved PMA process involving receiving inspections and MIDO oversight, but none of that has or is taking place.
              Best Regards,
