I have never had a race that did not drop out with enough heat soak except in a Ford truck front wheel. I didn't even try to heat it because it was in such terrible shape. I just took it over to the arc welder and welded a line around the inside of the race. The race just fell out. You can often just weld short little lines around the inside and that will be enough. I wouldn't be afraid to do this on your shinn wheel half but I would be hesitant to do on mine. I'm not that good of a welder.
Get a junk wheel, stuff an old race in it and try it.
