Adjusting Brakes

The brake cables on my L2M are stretched. I want to take some of the slack out, but I am unsure as to how to do it. Do I need to take the floorboards out, or is there another way to get to the base of the pedals.

Do they not adjust at the wheel?? WE have new cables here too $25.00 for a pair plus $4.50 S&H.....
