Horizontal stabilizer

I have a 1946 Taylorcraft BC12-D, and I'm having a repair done on the horizontal stabilizer. I'm wondering what kind of metal is it? I asked Univair and they didn't know. Thanks!

  I've done several repairs on the '46 stabilizers, 4130 works well, are you near Atlanta, maybe I can help, gary

  No, I'm in SD. I have a guy lined up to weld it, who is an awesome welder, and an a&p to oversee and sign it off. I can do all the fabric myself. So I'm covered. Thanks for the offer though! And thanks for the help.
