Oil Filler Neck

I am getting rust at the top inside of my oil filler neck, also on the underside of the cap of the dipstick as well. I have tried to treat it several times and it keeps coming back.

Any ideas? It seems to "sweat" there even on long trip that I get the oil temp up for a long time. Any way to treat it so it wont do that?
